Why google chrome does not give give their installer, instead they let you have a download manager?

instead of having an installer chrome gives you a download manager that install directly and it doesn't even ask where I want it to be placed.|||They do give. Search Google for "Google chrome standalone installer" and you'll get various links for the installer. It will be around 21 MB or so.
